Build layers around a message, not a favorite gadget

Communication resilience means having more than one way to receive official information, send a status, and reunite. A radio is useful only if another person is listening at the agreed time, within range, on compatible equipment. Satellite service still depends on a working device, view of the sky, and infrastructure. Paper survives a dead battery.

Use layers: normal mobile data and voice; SMS; an out-of-area coordinator; local broadcast and weather alerts; short-range family radio; an optional satellite or community radio layer; and printed contacts and meeting plans. Ready.gov recommends alternative phone charging and a family communication plan, while its family materials advise using text when possible during congestion.

U.S. scope, law, and emergency limits

This is general U.S. preparedness information, not legal, aviation, maritime, public-safety, or radio-engineering advice. Radio rules depend on service, frequency, equipment, license, message, and location. Buy FCC-authorized equipment for its intended service, obtain required licenses before routine transmission, and follow current FCC rules. In immediate danger, contact 911 by any working normal channel and follow official instructions.

Make phones more resilient first

Download offline maps for home, work, school, and likely destinations. Keep key phone numbers on paper and memorize at least one. Enable Wireless Emergency Alerts and enroll in local emergency-management alerts. Store a charged power bank with the correct cables and test it; batteries self-discharge and degrade.

During network congestion, send one compact text with name, location, condition, next action, and next check-in time. Avoid repeated calls unless urgent. Contact the out-of-area coordinator rather than having every relative call every other relative. Conserve power by lowering screen brightness, disabling unnecessary radios and background activity, and using airplane mode when no service exists—briefly re-enabling service at planned intervals.

Wi-Fi calling may work when cellular radio service does not, but it still needs internet, power, and a provider path. Verify public network names and never install profiles from strangers. Secure accounts so one lost phone does not destroy every recovery route.

Receive information without the internet

Keep a battery-powered or hand-crank radio that receives local AM/FM broadcasts; a NOAA Weather Radio receiver with alert capability is useful for weather and some other warnings in covered areas. Learn which local stations and county or municipal agencies provide emergency information. Test reception from the room or shelter location where it will be used.

Do not assume a social-media repost is current. Record the station, agency, timestamp, affected location, and instruction. Separate an official order from commentary. During a real hazard, evacuation and shelter directions from responsible authorities override the household radio schedule.

Understand FRS and GMRS before buying “walkie-talkies”

Family Radio Service (FRS) radios are intended for short-distance personal communication and operate under license by rule when compliant equipment and rules are used; no individual FCC license application is normally required. Use only certified FRS units within their fixed technical limits. Range claims on packaging are idealized and may not resemble dense buildings, terrain, foliage, or indoor use. The current FRS rules are in 47 CFR Part 95, Subpart B.

General Mobile Radio Service (GMRS) can support higher power and repeaters, but an FCC license is required before routine operation. An individual GMRS license can authorize certain immediate family members under the rule; verify exactly who qualifies. No examination is required, but the license, call-sign identification, authorized equipment, channels, and operating rules still matter. See 47 CFR Part 95, Subpart E and the FCC’s current licensing system before purchase.

Some retail radios display both FRS and GMRS channels. The label, power, antenna, and mode determine which service rules apply—not what a seller casually calls the product. Do not modify antennas or transmit on channels the equipment is not certified to use. Test between the actual locations that matter, not only across an open parking lot.

For either service, choose a primary channel and backup channel, a check-in time, and brief plain-language message format. Assume other people can hear. Do not transmit passwords, medical histories, full names with addresses, financial information, or a family’s secret verification phrase.

Amateur radio is a capability, not an emergency loophole

Amateur radio offers local repeaters, longer-distance bands, technical experimentation, and organized emergency-communications groups. Routine transmitting requires an FCC amateur operator license and operation within the privileges of the license class. The entry-level Technician license requires an examination. A license alone does not provide range: band conditions, antenna, terrain, power, repeater availability, and operator skill all matter.

The amateur service has a recognized voluntary, noncommercial emergency-communication purpose, but it is not a private family telephone network. The current Part 97 rules generally prohibit messages encoded to obscure their meaning and impose identification and content restrictions. Assume amateur traffic is public. Do not send protected medical or financial details.

Part 97 contains narrow safety-of-life and distress provisions when normal systems are unavailable. Do not treat them as permission to practice without a license or ignore rules in a merely inconvenient outage. The entire point of licensing and drills is to develop lawful competence before an emergency.

If amateur radio fits the household, find a reputable local club or emergency-communications group, earn the license, program and label equipment, learn local repeater practices, and participate in scheduled nets. A radio stored uncharged in factory configuration is not a plan.

Treat LoRa mesh as an experimental local layer

LoRa mesh devices, including systems using Meshtastic software, can relay short text and location messages between compatible nodes without a cellular subscription. Their practical performance depends on frequency plan, legal power limits, antenna, terrain, elevation, node density, firmware, channel settings, and whether relay nodes remain powered. “Mesh” does not guarantee a route, and advertised line-of-sight results do not predict every neighborhood.

In the United States, many consumer LoRa devices operate under FCC Part 15 rules rather than an amateur license. Use certified hardware as intended and the correct regional configuration. Amateur-band operation changes the rules and can affect whether encryption and other features are lawful. Do not assume open-source software makes every hardware and configuration combination compliant.

Encryption can reduce casual reading but does not make metadata, location, endpoints, devices, or keys safe. Anyone with the shared channel key may read messages, and a copied key may persist. Do not use a broad community mesh for household secrets. Establish channels and keys in person, revoke or replace them when membership changes, and still use a family verification protocol for consequential instructions.

Consider satellite service for a defined need

A satellite messenger or phone may be useful for remote travel, hurricane evacuation routes, or regions with poor terrestrial coverage. Compare coverage, device and subscription cost, two-way capability, SOS routing, battery life, activation requirements, message delay, sky-view needs, and whether contacts need an app. SOS is not magic; response time and available rescue resources depend on location and conditions.

Register emergency contacts accurately, keep the subscription active if the plan relies on it, and send test messages under the provider’s rules. Teach users the difference between a routine check-in and SOS activation. Keep the device on the person rather than in a vehicle that could become inaccessible.

Protect power and compatibility

Standardize cables and label chargers. Store rechargeable batteries at manufacturer-recommended levels and temperatures, inspect them for swelling or damage, and rotate disposable batteries before expiration. Never charge damaged lithium batteries or improvise unsafe connections. Use only power supplies and battery types the radio manufacturer permits.

Maintain a written card for each radio: service, license or call sign if applicable, primary and backup channel or frequency, check-in times, local repeater information, and basic controls. Do not print sensitive encryption keys on a card attached to the device.

Test compatibility after every firmware or device change. Two radios on a similarly named channel may still use different tones, bandwidths, frequency plans, or digital settings. Practice without interfering with others and identify as required.

Run a twice-yearly communications drill

  1. Send a family status text and have the out-of-area contact acknowledge it.
  2. Receive a local broadcast or weather station from the intended shelter area.
  3. Exchange a brief message between actual meeting locations using the legal backup radio.
  4. Test the portable charger and every necessary cable.
  5. Find contacts and maps on paper with all phones turned off.
  6. Review licenses, subscriptions, batteries, channel plans, and household membership.

Document dead zones and change a failed plan. The goal is knowing which short message goes to whom, through which lawful channel, with a tested fallback.
